1-One that we can understand or Is this crypto cryptic or explainable to the avg Joe?
Wagerr is a decentralized betting blockchain based off of DASH with new application specific smart contracts.  They are targeting the online and illegal book gambling market (est $400bn+)

2-With favorable long-term prospects or Just a pumped well orchestrated scheme?
It all comes down to the product with this one.  They've announced a partnership with a bitcoin ATM company, and they just hired 2 new developers.  The economics are deflationary, and the fees are significantly lower than an average book.  (2-6% vs 10%+)  Road map puts this at a minimum 12 month wait until full realization, if everything stays on schedule. 3-Operated by honest and competent people or Can we know their names and see their face (at least)?
The team is active on slack with descriptions and titles on the main website.

4-Available at a very attractive price or Is it too late already?
Relatively yes.  ICO was .05 - .1 on a .005 increase per round.  Currently at around .12, has been as high as .14. They are still working on their testnet, so this is pre product, but they just did a promo bet on their website.  There have been some frustrations on the delays, so I expect a sell off in the next day or 2.

Haha. I honestly don't know how far you can trust them yet. So far they've been active in the slack of over 3000 members. They engage and have lived up to every deadline. 

Theyre blockchain is based off DASH so I guess the better term is "anonymity" play. And anonymous gambling that may or may not be legal :)

Mayweather payouts went through and about 1mm wgr came into the market. Didn't go down as much as I thought.

updated my short term from Bearish to Neutral.   The payouts went through and we saw some profit taking.  Market volume was about triple normal (which is still only about $350k)

My buy orders were just a hair low and I didnt get filled, but the price swung all the way to .056  

I've raised my orders, but still think we see another dump or two before testnet is released end of September.

That's why I put short term bullish and long term bearish. I expect a lot of interest and use cases and short term profits, but at some point some jurisdiction wouldn't be happy with their gambling monopoly being violated and something will be done.

I'm neutral until they have "easy" markets to trade from...when that happened, probably some bulls run....then like @Mercury said, jurisdiction will probably become a pain for many players in different countries.

So I'd say, I would buy a lowest possible price before (if ever) they are listed on a big market like Polo, Bittrex, Bitfinex, etc....and sell when rumours of gov. getting involved starts.

Updated to short term bullish.

So I don't think I updated this, but the payout went through, and due to the manual nature (combined with the primary payments dev being evacuated from Houston) they ended up over paying by 5mm WGR (!)

The CEO said he is going to buy it back - and has been.  Support is there short term near the lows (.04-.06) and they have an announcement expected in the next 8 days (sept 15th).  This could end up in disappointment if there is no update on the testnet release, but if the announcement is the reveal of testnet this thing will get legs again.

Either way I think momentum builds up to the announcement.
