You'll have to verify your identity on an exchange (proof of id, proof of residency), if all goes well it's can be pretty fast, then you have to make a bank transfer, depending where you live it can 24h to several days.

In my experience, Bitstamp is very good, might be better if you live in Europe. Kraken is another option but they might be slower to verify you account.

I just saw for the first time that you can buy XRP on Ebay... thats a little shady and they are selling them for two to three times what they are worth and they are selling them. Some People are just plain #(^$%*())_#%

That's ill advised, IMO.  If you make the payment then the seller runs with the money, Ebay has complete discretion regarding how and if they "investigate."  And not to mention, the prices are highway robbery.  If you're looking for XRP as a very strong investment, you will be defeating your own purpose in buying it at 2-3 times the market price.  Better to wait a few extra days and go through a legit exchange.  Kraken is very good if you are willing to go through the tier verifications.  Besides, there may be wild volatility for the next week or more.

I'm blown away by the number of excellent responses.  I do appreciate the much needed mentoring.

I think the advice RE taking my time is also very solid.  Although, I can't for the life of me understand why, when so many people are rushing to get in on the HOT "ripple" coins, the price would be showing a daily downturn.  ---Maybe it's tied to so many original ripple holders dumping to become "instant millionaires", rather than waiting to let the price run-up continue.  When it gets low enough I imagine these same investors will start buying again, and the upward procession will continue.

One final obstacle I expect with Bitstamp (which seems like the likely candidate for and exchange to use per your advice), is that I am purchasing this for my LLP engineering company, and that may complicate the purchase even though it will be paid for out of a company account with company funds.
