Not enough funds when sending from cold wallet

So I just created a transaction and tried to send with cold wallet. lets say my balance was 1,449.7 ripple. knowing that I needed 20 xrp to remain in the wallet, I did the transaction for 1429.7(without a comma. is the comma necessary?) when I moved it to my online computer. and submitted the transaction, it said balance insufficient. why? and it charged me 1 xrp

I don't think it's transaction fee. Check your account for any trustline or outstanding orders... each of this will cost you extra 5xrp reserved.

not sure what trustline or outstandning orders are, but I had nothing on hold. once I redid the transaction it went through just fine with me factoring in the 1 xrp I lost last time. but I noticed it didn't take one xrp but I believe .2 xrp. so that is why I believe it was a transaction fee not factored in, because I originally tried to send the entire balance exact, with the exception of the 20 xrp
