What's up with the "unnamed" FTSO providers?

There are a bunch (20+) of "unnamed" FTSO providers -- identified only by their public addresses. Most of these unnamed providers have votes of exactly or just over 20M SGB. I've noticed them on the flaremetrics.io FTSO providers list for a month or two.

Does anyone have any idea what's up with these providers? Is this some kind of attack on the network, or is there a technical thing with being a provider that I'm not aware of? And why 20M SGB?

Flare Metrics automatically detects new signal providers on the network, but it’s up to the person behind the provider to create an account on FM and identify themselves and brand their service.

The 20m VP is a boost from Flare, given to most providers, which some guys rely solely on hence their VP being marginally over 20m.

Flare removed the VP boost from some 26 or so providers a few weeks back.
