Is there any decentralized exchange where I can trade xrp against stable coins like usdt or usdc?

 

And even more could you point out any ripple based decentralized exchange that trades xrp??

The XRPL has a built in decentralized exchange, but it's been neglected for years. You can trade XRP for USD issued by Bitstamp and Gatehub there. Unfortunately that doesn't do much good unless you want to cash out through them. Trustline will be using Flare to trustlessly issue a dollar stablecoin that will trade on the XRPL soon. But that's weeks of not months away.

Man, the XRPL itself is a decentralized exchange. Every single offer and every single trade is done in a decentralized trading platform.
