I'm pretty sure that RippleNet is a network of side chains, and each bank using xCurrent gets it's own Rippled ledger, then they can ILP connect together to improve the speed of the old correspondent banking graph.

I could be wrong, but I don't know how else RippleNet could do what they say it does.

Also, there is a 0% chance that Central Bankers are going to not have full control of their ledger.
