Missing XRP on a reset Ledger Nano S

I bought a new Nano S and I did a reset recovery with my 24 word phrase and my XRP balance is showing $0, however when I check my address in XRP Scan I see my balance.

How do I setup the Message Key for Flare without a Ledger wallet?
