I have question that Is it possible to create a new blockchain/ledger on xrpl consensus protocol without using the Rippled server? Is FlareNetwork doing something like this? Or is there any project based on  xrpl consensus protocol?

Stellar (XLM) did that many years ago then mutated away from Rippled code.

CasinoCoin (CSC) did that a couple of years ago then adjusted code to match their intended usage.  They eventually died of dissent and disinterest and phoenixed back as a Token on the XRPL (CSC-XRPL)

 

So yeah it’s entirely possible.  There may be others.

It is generally said that xrp ledger is a public blockchain and anyone can get it and create on top of this. So, where can I get the xrpl consensus protocol code base which I can implement and create my own ledger?
