This amendment was proposed a few weeks ago if I remember correctly. Why is it only at 52% consensus?

This amendment was proposed a few weeks ago if I remember correctly. Why is it only at 52% consensus? because several non-ripple devs running a default UNL validator want to do their testing before they release te veto Like this one for instance: Naysayers can say what they want... but can one have better proof than this of being decentralized, permission-less ? Mainly due to the fact that this amendment introduces a backwards-incompatible change and about half the nodes in the network are still on 1.3.1, and therefore would get amendment blocked. ixarepe, JASCoder and retryW 2
