Perhaps someone is testing the capabilities of the XRPL now Lightning network appears to suck. Suspicious in a bad way or something we should applaude?

7213/589 = 12.24  Obviously this means XRP will be $589 on Christmas Eve.

There are many ways of failure in XRPL.

The transaction can fail locally, and it stops to the server it was submitted to, without doing any harm to the network. Then there are transactions which fail at consensus and are included in the ledger (for example tec codes). For those the submitter pays an XRP fee and some computation (and memory and bandwidth) is required by the network.
