Although int-int would have been nice as well this will give leverage if there is anything to be found for sure. In addition, internal to internal in terms of decisions, memos etc are allowed. Only stuff like internal deliberations aren’t because that’s a bit too much. No government agency will ever be able to function if that were granted. By the way, I want to be clear; I was VERY pleasantly surprised. I was not expecting a ruling today.
