What happens with inactive XRP Wallets

Lets say i want to use XRP paper wallet and creating many wallets because i am searching a specific one and i already printed lets say 20 wallets with their secret keys.

My questions is, "What happens with the wallets which is created already but not used. Lets say i recorded all the information but i didn't use them yet. 

Someone else could get these same Wallets with the same secret keys because it is not used yet?

Is it possible?

First of all, a wallet isn’t activated until you deposit 20xrp.
