Indeed it will be interesting to see if this bank sources the xrp from the market or direct from Ripple. If the latter, just more dilution until they've sold their chunk.

You kind have a point there. Remember moneygram will use xrp in their payment flows :)

Well, not really, the bank has a represenative office in the UK, but is actually based in the West Indies. Its actual bank license if from St. Lucia and no the UK, check their website.

I would assume you can do both or either. 

If you hold XRP you only need xRapid for the backend of the transaction to exchange XRP to the destination currency.
