Can anybody make commits on the XRP Github?

Hi, I'm new to this forum and it doesn't give me the option to post in the Technical Discussion.  

Are any developers outside of Ripple able to make development contributions/commits to the XRP Github?  Or is this github limited to Ripple employees only?

Anyone can make pull requests, only some Ripple employees have the rights to merge them into the official repository. There is no "XRP Github" by the way - XRP is a currency code, not a software.
