European Central Bank launching its allegedly Ripple powered instant payment service next month

Well here is what the ECB says. TIPS seems to be a retail level extension of their target system. Basically banks to infrastructure provided by ECB and settlement is by moving cash between participating banks at their ECB account. No mention of Ripple or Blockchain
