How could Codius provide off-ledger transfer capabilities that's competitive with Payment Channels?

my GUESS would be because it's off ledger completely whereas paychan you still need xrpl accounts during flow... you could use codius as an 'IOU' or temporary ledger but have a contract in there that actually settles afterwards (or periodically, or with delay?) in xrp or whatever asset/network you like -- and because it's codius you could have it communicate via interledger or other blockchains/contracts and do all kinds of crazy automated sh*t we can't even imagine right now

Or doesn't @JoelKatz explain the details because he knows an initiative that is in progress (by Ripple itself, Coil or the startup from @nikb) but he does not want or is not allowed to reveil ..?

yes very well could be -- he said in the AMA today he was working with ethan on stuff, so that's some kind of coil/ILP/codius/xrp synergy for sure
