Once a unique Ripple account has been activated with 20XRP those XRP are locked in that account. The only way to dip below 20 is in order to cover transaction fees. If no one knows your secret key then there is no need to open a new Ripple wallet address. You can delete your wallet from Gatehub and still access it via Rippex, jatchili, segrax, theworldexchange.net, or another Ripple wallet. That 20XRP is effectively an irretrievable fee that you've paid to activate a Ripple account.

But if XRP price rises the. You will be able to get a portion (maybe a large portion...) of it back when the fee is adjusted down to keep it in the cup of coffee price range.    So at present it is 20 XRP.   If XRP hit 1$ then it might be lowered to say 3 XRP freeing up the other 17.  So don't loose track of the credentials for this account even after you have 'emptied it'.
