If you need a simple IOU that every x days (or seconds, months, etc) if owned by some accounts, those accounts receive more of that IOU, then a few code lines will make the job, probably 3 hours of work for a developer knowing ripple API. Not worth the job, because it's more in losing time to organize the payment, etc... If you need something more complex, can you provide the details here? The desktop client we can take care of, I just needed someone to help me with the rippled flags, but now I see interest isn't possible on the xrp ledger so I'll look for other solutions. So long as you don't set asfDisableMaster. And account holdings are transparent. So we could go through and check account holdings, and issue interest as needed.
