Sending XRP and received this error "Held until escalated fee drops"

Hello,

I was trying to send XRP from http://ripplerm.github.io/ripple-wallet/ and I received this error "Held until escalated fee drops".

Since than I am unable to send payment. I tried to do transaction with higher FEES but I got error "INSUFFICIENT FUNDS".

Are funds locked after this message "Held until escalated fee drops" ? I can see funds in the INFO tab but I cannot send them.

What to do now?

Please help what to do now. I am new to Ripplerm.

How much do you have in your wallet and how much do you want to sent?
