Can I transfer Xrp between Bitstamp accounts?

You can create sub accounts for your children at Bitstamp and move XRP to their accounts from you Main account.
I have one subaccount for my daughter. I move 5 XRP to her subaccount everytime I make a good buy.
Cost =0.

Thank you. Do they have to be minors in order to set up sub accounts? I know I can look it up but if you know off hand, I appreciate it. Thanks again

It is you as the Owner of the Main Account who do this. Consider yourself as their Account Manager. They don´t hold their accounts. You are.

What i mean is that my kids are both over 21, can they be in my sub accounts since they are adults.

Sorry, but you seem to over complicate what is easy.
Bitstamp does not care of your sub accounts. They are yours, to manage and the kids whatever age, have to trust, that you do it properly.
You and them can make up some legal contract between yourselfves.
The sub accounts are NOT in any way linked to an individual.
