Is there any fees associated to transfer XRP to desktop wallet?

Let's say I buy a few XRP from a third-party service e.g. BitStamp. If I want to withdraw those XRPs to my Rippex desktop wallet, will there be any fees associated (in terms of XRP) apart from one-time activation fees of 20XRP ) if the account I am transferring to is not already activated)?

Yes, but only a very small amount (probably 0.000015 - 0.000100 XRP) depending on network traffic at that time. You may be able to specify in the sending wallet the maximum fee that you're willing to pay, and specifying a fee that's too low may delay your payment. This is an XRP Ledger fee, and occurs regardless of whether the wallet is active; all transaction carry small fees.

The sending wallet may also charge their own fee if they are an online service, that would be noted in their terms and conditions.

Keep in mind any fee your exchange charges is a transaction fee. For example Bittrex charges 5 XRP to transfer any amount of XRP. Toast wallet does not charge any fees, just the ledger fee.

Whether XRP transfer incurs a transaction fee or not, what factors does it depend on? Looks like Bittrex is a transaction network while Toast wallet is an offline, cold wallet. I can't imagine an offline wallet charging me for a transaction.

I've been asking the same question on numerous forums but have not received a clear answer.  

When sending from my Ledger Nano S to Bitstamp, the ripple logs state the transaction fee  to be 0.00001 XRP.  Fine.

However, in the opposite direction the transaction fee is consistently 0.06 XRP.  This again is stated in the ripple transaction log, not the Bitstamp log.  Bitstamp claim that all xrp deposits and withdrawals are free.  Indeed, the fee seems to be at the ripple level, not the exchange.

Bitstamp are paying that though, not you. They must be purposely choosing to pay a large fee to ensure withdrawals happen quickly.
