It might be part of strategy, but what if the exchanges don't implement ILP (which is highly probable IMO)?

Not considering that crypto exchanges have very high fee (0,25-0.2%), which means that each time a payment goes via the liquidity of those exchanges a big portion of money is lost in fee. In the shortest path of 2 hop (currency-->XRP-->currency) it's already 0.5% of fee ONLY FOR THAT.

I wonder if the accelerator program might help to encourage integration, support marketing, and bring down those costs...

I doubt to reduce costs. For example bithumb with today volume will generate around 5M USD of fees in 1 month. If Ripple has to cover only half of those fees, it means 30M USD per year. Take 10 exchanges and the 300M incentives are gone in one year....

But maybe it might help to pay developers that implement ILP at no cost.
