I would suspect out of those 4,000, Ripple chose the best potential customers. Perhaps they underestimated the amount of interest. Maybe they chose to sacrifice the big building to be close to the Sibos event which makes sense in order to pull more customers in and make themselves known among the FI, which it DEFINITELY would. From my understanding the convention center that SIBOS is using is the only large-scale venue in the area.
