The ABC’s of Blockchain
What on earth does a block have to do with a chain? And how does this impact the financial industry? In 1974, the US Department of Defense developed an electronic communication mechanism, TCP/IP, to secure electronic communications between a sender and a receiver. Thirty-odd years later, in 2008, Satoshi Nakamoto published a paper on the next step, describing the benefits of a payment network that could operate in the absence of trust, arguing that the cost of maintaining confidence in a counterparty is an avoidable inefficiency. The solution is based on a network of “honest nodes” that can beat out a coordinated effort of “attacker nodes”. This session will examine this war of the nodes and explain how blockchain can change how two counterparties trust each other.

Making Payments Faster
In January 2015, the Federal Reserve published a white paper, Strategies for Improving the U.S. Payment System, a multi-faceted plan to enhance the speed, safety and efficiency of the U.S. payment system. While the paper includes broad-based goals to improve the payments infrastructure in the U.S., the most immediate area of focus has been the industry actions to design and development faster payment services in the U.S. This session will examine the work of the Faster Payments Task Force which the Federal Reserve organized in 2015, how that work has influenced some of the key payment system participants that are developing faster payment services and the experience of a global vendor to make payments faster outside the U.S, and what the U.S. market can learn from those experiences.

Concurrent Session 2B: Network Contraction: The Future of Correspondent Banking
CHIPS came to life in 1970 with 9 participants exchanging about 500,000 transactions growing in the next 20 years to over 140 participants exchanging nearly 25 million transactions. Twenty years later, only 49 direct participants remain on the CHIPS network though transaction volumes grew fourfold since 1985. Studies, such as the BIS Consultative Report on Correspondent Banking published last year, indicate this phenomenon is prevalent across jurisdictions and currencies. What factors have driven this concentration to fewer clearers? This panel will explore the impact of fewer service providers and what measures might be required to alleviate this trend.

Chris Larsen is CEO and co-founder of Ripple and Chairman of the Board of Directors. Prior to Ripple, Chris cofounded and served as CEO of Prosper, a peer-to-peer lending marketplace, and E-LOAN, a publicly traded online lender. During his tenure at E-LOAN, he pioneered the open access to credit scores movement by making E-LOAN the first company to show consumers their FICO scores. Chris serves at the Board and Advisory levels at numerous companies and organizations including: Betable, CreditKarma, and Electronic Privacy Information Center (EPIC).

Rob Nichols joined the ABA in August 2015, following ten years of service as the president and CEO of the Financial Services Forum, a non-partisan financial and economic policy organization. At the Forum, Nichols provided strategic leadership and coordinated the group's efforts to educate the public about the importance of robust capital markets, encourage a competitive global marketplace, and shape the national and international regulatory dialogue.

Before joining the Forum, Nichols was Assistant Secretary of the Treasury for Public Affairs, a position requiring confirmation by the United States Senate. In that capacity, Nichols oversaw all public affairs efforts for a $12 billion federal agency with 117,000 employees and played a leading role in educating the American people about tax and currency policy, debt management, Social Security and Medicare financing, the U.S. government's strategy to freeze terrorists' assets and restrict the flow of money that enables terror, and a host of international and emerging market issues that impact the U.S. economy. Nichols also oversaw the Office of Public Liaison. Nichols is a recipient of the Alexander Hamilton Award, the highest honor of the U.S. Department of the Treasury.

Before joining the Department of the Treasury, Nichols' career highlights included service as communications director for the Electronic Industries Alliance; as a senior aide on Capitol Hill; and an aide in the Office of the Chief of Staff in the George H.W. Bush administration.

Manolo Sánchez is chairman and CEO of BBVA Compass and U.S. country manager for BBVA Group. He has worked for BBVA for over 25 years and has been at the helm as BBVA Compass transformed itself into one of the more aggressive digital challengers in banking while also landing at No. 1 on American Banker's reputation ranking of the top 25 banks. Mr. Sánchez is a frequent speaker at major industry events, and led in-depth discussions with former President George W. Bush and Apple co-founder Steve Wozniak at the popular BBVA Compass Economic Forums. He joined BBVA Compass as head of community banking in 2008, having led Laredo National Bank for the previous three years after it was acquired by BBVA. Between 2002 and 2005, he served as chief risk officer for BBVA Bancomer in Mexico City.

Valerie leads Promontory’s U.S. cybersecurity practice. She has more than 20 years of public- and private-sector experience in senior cybersecurity positions. Most recently, Valerie was the Office of the Comptroller of the Currency’s Senior Critical Infrastructure Officer, where she led the agency’s cybersecurity and resilience efforts for supervised banks and served as the inaugural chair of the Federal Financial Institutions Examination Council’s working group on cybersecurity and critical infrastructure. Prior to joining the OCC, she was a managing director at Bank of New York Mellon. Ms. Abend previously served as a senior cybersecurity official at the Federal Reserve Board, as well as at the Treasury Department, where the President appointed her Deputy Assistant Secretary for Critical Infrastructure Protection and Compliance Policy. Valerie has served on the White House’s task force on identity theft, as co-chair of the Financial Services Sector Coordinating Council’s policy committee, and on the board of directors for the Internet Security Alliance.

Pat Antonacci is currently dedicated to leading the Customer and 3rd Party Engagement stream of SWIFT’s Customer Security Programme, a global programme to reinforce the security of global banking. He is also Head of the Services organization for SWIFT’s Americas and UK region. Mr. Antonacci joined the Americas Executive team in 2012 leading Consulting, Training and Technical Pre-sales following earlier roles in Consulting Services from 2007-2012. Before joining SWIFT, he was consulting for JP Morgan Chase Private Bank and previously held executive positions in Custody Operations and Program Management at State Street, Deutsche Bank and Bankers' Trust. He is an accomplished financial-services professional with over 20 years of global experience in developing and implementing new technologies, managing technical and business reengineering projects, implementing SWIFT functionality, and managing business operations.

Matt Barr is the group head for Emerging Payments in the U.S. Region. In this role, he is responsible for the delivery and development of the emerging payments strategy across the U.S. Region, including MasterPass, MasterCard Digital Enablement Service (MDES), Personal Payments, contactless and EMV adoption. Mr. Barr has held this role since 2014. In his previous role as Head of Market Development and Innovation based in Sydney, he was responsible for the development of emerging payment services, including both mobile and e-commerce payments, in the Australasian markets. Mr. Barr was instrumental in establishing the Australian market as a key lead market across contactless, MasterPass and commercial mobile NFC solutions. Prior to joining MasterCard in 2011, Mr. Barr was an Executive at Telstra, where he was responsible for core mobile services product development. He has also worked in Retail Banking, New Media and Management Consulting in a broad career that has provided invaluable experience in the definition and delivery of technology and service based innovation. Mr. Barr holds an Honours Degree in Electrical Engineering from Canterbury University, New Zealand, and, as a Rhodes Scholar at Oxford University, a Bachelor of Arts in Politics, Philosophy and Economics, and an MSC in Economics.

Michael Bellacosa is a Managing Director at BNY Mellon and Head of the Bank's Global Payments Product Management group. In his current role, Mike is responsible for managing strategy, financial performance, product development, and industry issues for U.S. Dollar, EUR, and GBP direct clearing services, Multicurrency Wire Transfer, Correspondent Banking, US and International ACH, and Network Management. He is a member of EPN and CHIPS Business Committee and participates in the BAFT-IFSA Product Management Committee. He is currently serving on the NACHA Board of Directors. Mr. Bellacosa joined the corporation in 1986 and has over 29 years of experience in banking and cash management services including deposit and payment services product, project, and operations management.

Jeffrey Bisig is a Managing Director and Head of Sales and Client Management Americas for Institutional Cash Management. Based in New York, he is responsible for a team of sales executives, located in New York and Miami, delivering global cash management solutions to correspondent banks through North and South America. Prior to his current role, he managed client relationships in the US and Western Europe. Mr. Bisig has over 24 years’ experience in transaction banking through various positions with Bankers Trust and Deutsche Bank covering operations, client services and relationship management. He holds an undergraduate degree in Economics from Vanderbilt University in Nashville, Tennessee.

Tod Burwell is the President & Chief Executive Officer of BAFT. Prior to being promoted to CEO, he served as the Senior Vice President of Trade Products with oversight of all trade-related initiatives including the Global Trade Industry Council, Trade Committees, and other strategic initiatives of the organization. Mr. Burwell has over 25 years of trade, supply chain and cash management experience as a banking practitioner, as well as serving as a consultant to global corporations and suppliers of strategically integrated trade solutions. Prior to joining BAFT, Mr. Burwell was a Managing Director at JPMorgan Chase and held senior global management roles responsible for trade operations, launching the logistics business and managing global product sales for trade finance and logistics management.

John Collins is Vice President of International Policy for BAFT, overseeing the development and execution of its global policy and advocacy efforts. Prior to BAFT, Mr. Collins served as Head of Policy for Coinbase, a leading blockchain company, where he led the company's discussions and relationships with governments worldwide. Prior to Coinbase, he served as Senior Professional Staff Member for the U.S. Senate Committee on Homeland Security and Governmental Affairs for Chairman Tom Carper (D-DE). Mr. Collins was the Chairman's primary advisor on emerging issues related to digital currencies and blockchain technology, leading the first Congressional hearing on the subject in the fall of 2013.

Roy DeCicco is a Managing Director for J.P. Morgan’s Corporate and Investment Bank – Treasury Services Group. Based in New York, Mr. DeCicco manages the firm’s relationship with payments and clearing market infrastructures and strategic payments-related initiatives with industry associations, public policy authorities, international market infrastructures and other financial institutions. Mr. DeCicco is the Chairman of the Accredited Standards Committee (ASC) X9 Board, the convenor of the ISO Real-time Payments Group and the co-chair of the SWIFT Payments Market Practice Group. He is also a member (and past Chair) of the ABA Payment Systems Administrative Committee, the Federal Reserve Payments Risk Committee Working Group, the Stakeholder Group advocating adoption of ISO 20022 message standards in the U.S. and the Federal Reserve Faster Payments Steering Committee and Task Force.

Jacob Farber is general counsel of R3CEV (R3) and the Distributed Ledger Group (DLG). From his many years of private practice, Mr. Farber brings a wealth of legal, regulatory and compliance expertise to R3 and DLG. Previously, as a senior counsel in Perkins Coie’s Washington, D.C., office, he led the most active crypto-finance legal practice in the country. Mr. Farber is a leading expert on digital currencies and blockchain technologies. He has represented a wide variety of digital currency companies and industry associations, as well as leading technology companies, financial institutions and other enterprises exploring financial, securities, and commodities infrastructure uses of blockchain technologies. He has also focused on electronic financial services, including emerging payments providers and networks, mobile payments and wallets, and payment processing networks. Mr. Farber has extensive experience with various financial regulatory regimes including federal money service business laws, state money transmitter laws, securities laws, consumer credit and protection laws, PCI and data security and technology standards, payment network rules, and financial privacy laws. He has practiced before various regulatory agencies including FinCEN, state financial regulators, the Securities and Exchange Commission, the Federal Trade Commission, and the Federal Communications Commission.

Maria Gotsch is the President and CEO at the Partnership Fund for New York City, which is the investment arm of the Partnership for New York City. In addition to leading the Fund’s operations, she has spearheaded the creation and operation of a number of the Fund’s strategic initiatives, including: FinTech Innovation Lab; New York Digital Health Accelerator; Fashion Tech Lab; NYCSeed (seed financing for IT/digital media companies); BioAccelerate Prize NYC (proof-of-concept funding for university-based biomedical research); Arts Entrepreneurial Loan Fund (low cost loans for mid-size arts groups); and ReStart Central and Financial Recovery Fund (assistance and funding for small businesses impacted by 9/11/01). Prior to joining the Fund in 1999, Ms. Gotsch was a Managing Director at BT Wolfensohn (now part of Deutsche Bank), providing strategic and financial advice related to mergers, acquisitions, dispositions, joint ventures and the development of business strategies. Before starting with Wolfensohn, she worked at LaSalle Partners in the New York area and for Merrill Lynch Capital Markets in New York and London.

In 2014, he was awarded the Federal Executive Board of New York’s Law Enforcement Team of the Year award for leading a multi-agency investigation and successful prosecution of a Chinese organized crime counterfeit credit card ring in United States v. Ze Xi Qiu, et al. Mr. Howard earned his J.D., with distinction, from Harvard Law School in 2004. He received a B.A. in Computer Science, with distinction, from Georgetown University in 2000. Steve Kenneally works in the Center for Payments & Cybersecurity at ABA on issues related to a range of payment systems including check, ACH, card, wires, as well as coins and paper money. She was a senior vice president at the Minneapolis Fed, where she was responsible for FedACH operations and automation, and led the information technology division. As RPO CIO, she oversaw technology and application development for Check and FedACH, including the successful modernization of the electronic Check processing platform. Most recently, she led the creation of the “good funds” network, working with key decision-makers from across the industry as well as Early Warning’s executive team on this innovative bank-to-bank faster-payment initiative. She was also responsible for creating Early Warning’s real time payments advisory group, creating the framework for the network rules, standing up a pilot as well as working groups in treasury services and account takeover prevention. Weinflash began her career with Early Warning in 1999, leading product development initiatives and increasing market coverage from 40 percent to more than 90 percent. She has multiple patents and is the inventor of several solutions in the payments and fraud area. She served as a product manager, leading early Warning’s expansion from $10M in revenue to more than $100M. Prior to joining Early Warning, Weinflash was with Bank One Corporation (now JPMorgan Chase) for more than 11 years in key leadership roles, including National Small Business Risk Manager, where she managed an $11B loan portfolio. While there, she introduced statistical modeling and automated business loan decisions for small businesses through the creation of an innovative scorecard-lending process.
